Launch of Luton Effective Support Document November 2025
Dear colleagues and partners
I’m pleased to share that we are officially launching our updated the Luton Effective Support document, which sets out how we work together to support children, young people, and families. This refreshed version reflects our shared commitment to early help, collaboration, and relationship-based practice, and has been shaped by feedback from staff, partners, and young people.

The document provides clear guidance on thresholds, pathways, and expectations for multi-agency working. It is designed to support consistent decision-making and ensure that families receive the right support at the right time.
What’s new:
- A stronger emphasis on strengths-based and trauma-informed approaches
- Updated threshold descriptors and visual tools to aid understanding
- Clearer guidance on consent, information sharing, and escalation
- Co-produced content with young people and practitioners
We encourage all staff and partners to familiarise themselves with the document and use it as a reference in your day-to-day practice. Please see the link above, and we will be hosting a series of briefings and workshops to support its implementation. The first of which will be held on Tuesday, 2nd December 2025 at 2:00pm by Teams and booking information will follow shortly.
